GOVERNMENT TO REVIEW THE ECONOMIC EMPOWERMENT COMMISSION ACT

GOVERNMENT has called on the Zambia Law Development Commission (ZLDC) to quickly come on board to facilitate the amendment of the Citizens Economic Empowerment Commission (CEEC) Act No. 9 of 2006 to foster broad-based economic empowerment, and to develop legislation to facilitate the operations of Village Industries.

Speaking when ZLDC Director and staff paid a courtesy call on him on November 3, 2021, Minister of Small and Medium Enterprises (MoSME), Hon. Eng. Elias Mubanga said that the new dawn Government is in a hurry to take development to all corners of the country through empowerment of the local people. He has however, bemoaned some lacunae in the CEEC Act which should be urgently amended in order to actualise Government’s policy direction.

And Zambia Law Development Commission Director Hope Ndhlovu Chanda has said that ZLDC is ready to undertake the review process of the CEEC Act on behalf of Ministry of Small and Medium Enterprises and the Citizens Economic Empowerment Commission (CEEC) as well as to develop the legislation relating to the operations of Village Industries. She has added that the law review involves an extensive research and processes that culminate in the compilation of project reports and draft Bills for consideration by government.

The Zambia Law Development Commission is a semi-autonomous statutory body established under the Zambia Law Development Commission Act, Chapter 32 of the Laws of Zambia. The ZLDC has the primary mandate of conducting law review. The law review process may be undertaken following a recommendation from the Minister of Justice, line ministries, statutory bodies, members of the public or on ZLDC own initiative.
